Hon. Shanon S. Levin

Hon. Shanon S. Levin serves as an Administrative Judge, adjudicating federal employment discrimination complaints. Judge Levin conducts fair and impartial civil rights hearings that involve self-represented and litigants with legal representation. Judge Levin renders comprehensive findings of fact and conclusions of law, ordering make-whole relief in cases where discrimination has been determined. In fulfilling her regulatory investigative function, Judge Levin orders the production of relevant documentation, and questions witnesses to ensure a complete and well-developed evidentiary record. In an effort to promote dispute resolution that involves input from all litigants, Judge Levin regularly conducts settlement conferences. Judge Levin has successfully assisted parties in the resolution of disputes using facilitative, restorative, and evaluative models.

Judge Levin began her adjudicatory career as a Hearing Examiner with the Pennsylvania Human Relations Commission. In that capacity, Judge Levin presided over hearings on complaints of discrimination in employment, education, public accommodations, and housing.

Prior to being a hearing official, Judge Levin was elected as a shareholder in a Philadelphia law firm and served as the litigation director for a statewide non-profit disability rights organization. Judge Levin spent more than 20 years litigating complex civil rights and commercial matters in state and federal courts, including matters arising under Title VI, Title VII, and Title IX. As the head of litigation for Disability Rights Pennsylvania, Judge Levin fought to protect the civil rights of individuals with disabilities. Judge Levin successfully compelled a school district to redesign and rebuild a newly constructed middle school to ensure compliance with Section 504 of the Rehabilitation Act on behalf of a student with physical disabilities, who required a wheelchair.

Judge Levin is a Certified Administrative Law Judge and board member of the National Association of Hearing Officials. She has also completed the National Judicial College’s 40-hour mediation program. Judge Levin is trained in trauma-informed interviewing and investigation practices.

Judge Levin is a distinguished speaker, having lectured on disability discrimination, how to ensure fair and effective hearings with self-represented litigants, and how to conduct effective settlement conferences, as well as other civil rights and hearings-related topics. 

Judge Levin served as a law clerk to the Honorable Berle M. Schiller in the United States District Court for the Eastern District of Pennsylvania.

Judge Levin earned her B.A. in Administration of Justice with a minor in Human Development and Family Studies from Penn State and her J.D. from the James E. Beasley School of Law at Temple University.​​

Elizabeth M. Garcia

Elizabeth M. Garcia serves as the Executive Director in the Office of Equity and Diversity and as the Title IX Coordinator at a university in Pennsylvania. In this role, Ms. Garcia manages all aspects of the university’s Title IX and sexual harassment and sexual misconduct processes, including policy drafting, training, and management of all employee and student matters. Ms. Garcia also leads a Title IX Coordinators consortium that she helped establish in northeastern Pennsylvania, which promotes collaboration and best practices among local Title IX coordinators. Ms. Garcia has served as a Title IX hearing chair, panel member, and investigator in complex Title IX matters for multiple institutions of higher education. In her capacity as Executive Director, Ms. Garcia also supervises the University’s Title VI, VII, and Non-Discrimination and Anti-Harassment Policy implementation to ensure compliance. She leads trainings on anti-harassment and anti-discrimination, microaggression comprehension, and implicit bias to assist faculty, staff, and students in understanding and complying with applicable civil rights laws.

Prior to her current role, Ms. Garcia was a shareholder at a prominent New Jersey law firm for over 18 years. She served as the Chair of the Labor and Employment Department, and represented clients before government agencies, and regularly litigated matters in both federal and state courts. Ms. Garcia directed workplace conduct investigations for numerous government and independent businesses that often involved highly sensitive situations, including harassment and discrimination.

Ms. Garcia served as a judicial law clerk in state and federal courts. Her leadership roles included President of the Burlington County (New Jersey) Bar Association, Vice Chair of the Gloucester County Chamber of Commerce, and President of the Burlington County Bar Foundation.

Ms. Garcia is ATIXA certified. She is trained in trauma- informed investigation and hearing officer processes.  As a Title IX Coordinator, Ms. Garcia is well-versed in the importance of impartial, fair, and trauma-informed investigations and hearings. In her work, Ms. Garcia seeks to protect the community and maintain a positive environment in which complainants and respondents will continue to learn, work, and live.

Ms. Garcia earned her B.A. in International Relations and Hispanic Studies from Wheaton College (Massachusetts) and her J.D. from the James E. Beasley School of Law at Temple University. ​​​​​​​​​​
